The dragon is only there every two weeks (if isle of the lost souls is active). You can enter the normal Warzone by just going where the dragon was and a window will popup.

It always depends for what you need the dragon. The best would be to look at the stats you get from the dragon inheritance and use these + constitution. Keep in mind, the dragon armor does not get applied, while in dragon arena.
