Bug Report Fu Hai NPC is missing

    The NPC that accepts fortune sachet is not ingame yet. If memory serves me I believe he was a old man dressed in blue always near Joe Chen in Fu Giu as well as Luo Yang. He seems important now since Joe Chen is handing out spring quests that give fortune satchets.

    The cart is there in Luo Yang, but yes no NPC

    If you click on the cart it says Luo Yang festival cart

    is the npc supposed to be near there though? The cart has always been there but didnt think the npc was next to that cart?
