This dragon was seen in Inartia. Its rumoured, that it has a connection with Alabaster Sailhorn, as its Crystals are of the same material as the one the mythical beasts spawns of. But those rumors arent proven, as the dragon lives high up in the freezing sky and only was seen at blizzards.
