I have went through all three books tried relogging making a new character to redo everything. Nothing is letting me complete the quest. It is still white and I read all three books.

You have to read 3 books (2 in Arteicia and 1 in Underworld Port). However, the 3rd book (Underworld Port) is divided into 2 parts, have you read both of them? You have a guide with locations here.
